Major disaster are not important problems in our daily life. The probability of a human being in a serious disaster is very small. For this reason some people think that the frequency of disasters is so small that disaster response technology and a disaster -tolerant social infrastructure are not appropriate investment .However, ever a huge earthquake such as Kobe Earthquakes ke strikes a metropolitan cities, if ever many airplanes crash into many buildings in New York, if ever a standard size nuclear reaction goes critical, the resultant damage may cause the annihilation of the city or the country.
Disaster is a risk management problem and we must not evaluate anything on the basis of expected utility of Investment. In order for our descend ands to survive In future countries, the maximum possible damage should be finite to some extent.
